I cannot agree with you more! Being able to ask "why" is higher level of inquiries that the schools, somehow, have ignored. To put simply, I think this is because the society has continuously been emphasizing the scientific approach while downplaying the humanity aspect of human living conditions, and because it is difficult, and often impossible to resolve the â€œwhy.â€? 

You might be interested in reading about transformative learning, which is one of the important areas that adult education explores. Transformative theories (with important scholars such as Jack Mezirow, Patricia Cranton, and John Dirkx) look particularly into the issue of reflections. Problem-solving skills mostly deal with content and process reflections. However, to ask why is to help engage in premise reflection.
